Organization mainly composed of officers and support staff, it is in charge of synthesizing information, of assisting in the decision, of organizing, of planning, of scheduling, of establishing the orders, of checking its implementation, of following the évents and of drawing teachings. They especially work  in determining the général organization of the movement, the concept of the forces employment and future formats and materials, as well as to control the execution of programs and budget. The most important functions, all officers and actions are concentrated at headquarters.
